Library Mural Special Projects Manager Carson Haynie reported that the Library Mural RFQ is currently open and has received a strong response so far. She noted that artists already on the City’s pre-qualified list do not need to resubmit their portfolios; however, they were sent a form to complete if they are interested in being considered for the project. Carson Haynie explained that she and Anna Talarico had reached out to Chairperson Oglesby several weeks prior to discuss forming an outside selection committee. The selection committee will consist of Chairperson Oglesby, another Public Art Committee Member, Carson Haynie, Richard Garland (pending his confirmation), Mary Moore, and Rebecca Power. Anna Talarico explained that she will receive all artist qualifications by August 27. Following the submission deadline, the selection committee will be required to independently review the artist profiles. Several finalists will then be selected to submit proposals. The artists will present their proposals to the selection committee via Zoom. Anna Talarico displayed the schedule for the selection process on the screen. Committee Member Burke Scott asked what the selected library mural artist will be required to do regarding public involvement. Carson Haynie explained that the RFP has not yet been created, so there is an opportunity to incorporate the committee’s requests regarding public engagement into the RFP. Anna Talarico noted that the RFQ includes a public engagement component requirement. She explained that when the artists present to the selection committee, they will propose the type of public involvement they plan to incorporate into the project, such as coloring sheets, etc. Carson Haynie asked what committee member would like to volunteer to serve on the selection committee for the Library Mural Project. Committee Member Imani Thomas volunteered, and Committee Member Burke Scott stated that he is available to serve as the alternate. The remainder of the committee agreed with this plan. Carson Haynie explained that the committee will still provide final approval of the design selected by the outside selection committee for the library mural. Digital Art/Vinyl Projects Special Projects Manager Carson Haynie reported that the Bike Tunnel project at North Cooper Lake Park has been completed and that the traffic box wraps are currently in the process of being completed. Committee members noted that they had seen the new installations and thought they looked great. Anna Talarico displayed the completed projects on the screen. B. 2026-279 ARTery Project – Sidewalk Mural Design Selection • Small Mural Location #1 • Small Mural Location #2 • Large Mural (Belmont Shopping Center) Special Projects Manager Carson Haynie reported that proposals had been received from Eric Nine and Ruggery Sanchez for the two smaller mural locations. She also explained that Krista Jones, the Committee’s first choice for the mural at Belmont Shopping Center, declined the opportunity. Ryan Coleman accepted the opportunity but requested an amended timeline to submit his proposal to the Committee. Ryan Coleman will provide his design to the Committee by the August meeting.
