Anna Talarico displayed both proposals on the screen. Carson Haynie explained that one 
of the two smaller mural locations is larger than the other, and the Committee will need to 
determine which design will be assigned to each location. 
  
Anna Talarico reminded the Committee that the artist will use StreetBond for this project 
and that the cost of the product is not included in the artist honorarium. Carson Haynie 
explained that the smaller of the two mural locations will have a $1,250 honorarium, while 
the larger location will have a $1,750 honorarium. 
  
• Small Mural Location #1 –   
Anna Talarico displayed an image of the location for the Committee. This location 
was identified as the larger of the two mural locations. The Committee selected 
Ruggery Sanchez’s “Square A” design, featuring a piano, music, and a child, for this 
location. Committee members noted that the design was a perfect fit for the square 
due to its relevance to the adjacent play area. 
• Small Mural Location #2 –   
Anna Talarico displayed an image of the location for the Committee. This location 
was identified as the smaller of the two mural locations. The Committee selected Eric 
Nine’s “Circle of Connection” design for this location, which is located next to StillFire 
Brewery. 
  
• Large Mural (Belmont Shopping Center) 
The Committee tabled this portion of the item pending receipt of the proposal from the 
selected artist.    
 
Committee Member Meg Quigley made a motion to approve Ruggery Sanchez’s dog 
design for the larger square; seconded by Committee Member Vanya Foote. 
 
The motion to approve carried with the following vote: 
 
Aye: 6 –  City Council Liaison Oglesby, Committee Member Barnes, Committee 
Member Foote, Committee Member Quigley, Committee Member 
Scott, Committee Member Thomas 
Nay: 0 –  None 
Absent: 1 –  Committee Member Harrison 
 
Committee Member Burke Scott made a motion to approve Eric Nine’s proposed “Circle of 
Connection” design in the smaller location; seconded by Committee Member Leah 
Barnes. 
 
The motion to approve carried with the following vote: 
 
Aye: 6 –  City Council Liaison Oglesby, Committee Member Barnes, Committee 
Member Foote, Committee Member Quigley, Committee Member 
Scott, Committee Member Thomas 
Nay: 0 –  None

 C. 2026-281 ARTery Project – Belmont Mural Artist Selection 
 
Carson Haynie explained that, after consulting with Community Development, the sign 
code will not be an issue for this project.
