Anna Talarico explained that the project is anticipated to cost approximately $3,500. Carson Haynie reminded the Committee that a sidewalk mural will also be installed in the same area and suggested that the Committee may want to see the sidewalk mural design before selecting a design for the wall mural. Chairperson Oglesby expressed that he would like the two projects to complement and tie in with one another. Committee Member Burke Scott recommended tabling the item until more project assumptions are available for the large sidewalk mural in this area. The remainder of the Committee agreed. D. 2026-283 FY27 Public Art Work Plan – Project Prioritization & Work Plan Development Special Projects Manager Carson Haynie explained that she and Anna Talarico reviewed previous meeting minutes and revisited past discussions with the Committee to identify projects in which the Committee had expressed interest. These projects were organized into tiers based on the Committee’s previous discussions and priorities. Carson Haynie explained that the goal of the meeting was to narrow down the Committee’s project priorities for FY27 in order to develop a clear Public Art Work Plan for Council approval. She noted that the work plan will help streamline the Committee’s projects and ensure that Council is aware of the projects the Committee plans to pursue during FY27. Anna Talarico said that the plan will show past, present, and future projects. She said that the plan should show off past project achievements, give clarity on projects currently being worked on, and projects that will be worked on with the budget for each project. Carson Haynie pulled up her budget for Public Art in FY27 of $100,000 with potential projects that the committee has mentioned they would like to complete. The projects include: • $22,000 for the Library Mural • $1,000 of carryover projects from FY26 • $15,000 to Designing Local for Consulting Services • $25,000 for the new Crosswalk Murals in front of City Hall using StreetBond (just an idea, not approved by the committee yet) • $25,000 Brush & Box Fest • $12,000 for Contingency/pop-up projects Anna Talarico referred to the recently adopted Public Art Plan for ideas on how the money could be spent. She also showed her budget for the ARTery in FY27 of $50,000 with the projects currently being completed and planned to be completed. She explained that there is currently $26,750 left in the ARTery fund. Approved projects for the ARTery currently include: • $1250 for the small sidewalk mural • $1750 for the medium sidewalk mural (sometimes referred to as a small sidewalk mural) • $10,000 for a large sidewalk mural at the Belmont Shopping Center • $6,750 in StreetBond Materials for all sidewalk mural projects • $3500 on a ‘Welcome to the ARTery’ Mural near the Belmont Shopping Center
