Mayor Pro Tem Tim Gould called to order the February 16, 2026 Pre-Council Meeting held at A. 
Max Bacon City Hall in the Admin Conference Room at 6:31 PM.  
 
3. Review of Current M&C Agenda 
 
PRE2026-004 Review of the February 16, 2026 Mayor and Council Meeting Notice and Agenda 
 
Mayor Pro Tem reviewed the February 16, 2026 Mayor and Council Meeting agenda. 
Brief discussion took place concerning item Z25-015. It was noted that there may be 
several people in attendance to oppose this item. Russell Martin, Community 
Development Director, reiterated that a Chick-Fil-A restaurant already exists down the 
road. That one will be closed when this one opens, assuming it is approved. City Attorney 
Scott Cochran instructed council to vote on this item as it pertains to zoning criteria as it is 
presented in the memo.  
  
No further discussion took place.   
 
4. Other Business / Staff Comment 
 
Kristin Robinson, Deputy City Administrator / CFO, provided information on the SPLOST 2028 
process and proposed list that will be submitted to Cobb County.  
• Additional funds – $2.9M – will be placed into Facilities Improvement line item 
• This will allow for flexibility  
 
Councilmember Welch asked:  
• Are there no SPLOST funds set aside for water/sewer infrastructure? It was explained 
that the enterprise fund adequately funds that. 
• Why are there still park lighting funds? Mrs. Robinson explained that there is still part of 
Tolleson that needs to be addressed.
