Ward 3 Councilmember Travis Lindley ISSUE AND BACKGROUND: Atkins Parks and Zucca, assisted by Redbird Events, have successfully held annual celebrations for St. Patrick’s Day. The 2025 celebration event time includes: Saturday, March 15 from 11:00 a.m. - 10:00 p.m. Sunday, March 16 11:00 a.m. - 9:00 p.m. Organizers are requesting the closure of W. Spring Street from Atlanta Road to King Street from Saturday, March 15, 2025 at 8:00 a.m. to Sunday, March 16, 2025 at 10:00 p.m. Red Bird Events (Bettie Cagle 404-754-3211) is the event coordinator working on behalf of Market Village merchant organizers. Atkins Park (Kevin Drawe 770-272-7454) and Zucca (Timothy Langell 404-667-1206) are also requesting approval for alcohol sales in the event space, beyond their respective businesses. The event permit application, event map, and letters describing the alcohol pouring details are attached. The event organizers will provide a copy of liability insurance prior to the event date. RECOMMENDATION / REQUESTED ACTION: Staff recommends approval of the Special Event Permit for Atkins Park and Zucca through Redbird Events to hold the annual St. Patrick’s Day Festival in the Smyrna Market Village, which includes approval of the closure of W. Spring Street from Atlanta Road to King Street from Saturday, March 15, 2025 at 8:00 a.m. until Sunday, March 16, 2025 at 10:00 p.m., and council approval for Atkins Park and Zucca to serve beer, wine, and liquor beyond their respective business premises.
