1. Roll Call
Present: 6 – Mayor Pro Tem Tim Gould, Councilmember Glenn Pickens, Councilmember

2. Call to Order
Mayor Pro Tem Tim Gould called to order the August 4, 2025 Pre-Council Meeting held at A.
Max Bacon City Hall in the Admin Conference Room at 6:32 PM.
3. Review of Current Agenda
A. PRE2025-026 Review of the August 5, 2025 Mayor and Council Meeting Notice and
Agenda
Mayor Pro Tem Gould reviewed the August 4, 2025 Mayor and Council agenda.
RES2025-014: Scott Cochran, City Attorney, explained that the case filed against the city
has not been dismissed yet. The paperwork is filed. This resolution extends the
moratorium, but it increases the size so other applicants are able to move forward with the
applications for permits. He also has an example of a vape ordinance from the city of
Atlanta. Councilmember Hines mentioned a new trend among kids called Kratom that is
causing PCP-like reactions, but it is currently legal.
ATH2025-129: Councilmember Welch asked if this takes all funding away from the East-
West Connector budget. Mike Jones, City Administrator, read the background which
helped explain:
• The City has received additional funding from the State for resurfacing so the
revenue and expense budget need to be amended to account for the additional
funding.
