ISSUE AND BACKGROUND:
The purpose of a classification study is to ensure the City's classification system remains equitable,
defensible, competitive, and aligned with organizational needs. A comprehensive review allows the
City to accurately align positions with assigned duties and responsibilities, support employee
recruitment and retention efforts, and provide clear career development pathways for employees.
As part of the study, it is recommended that all job descriptions be reviewed and updated to ensure
legal compliance, internal consistency, and accurate reflection of current duties, responsibilities,
qualifications, and reporting relationships.
The City's most recent classification and compensation study was completed in 2022. Studies are
typically conducted every five to seven years.

Staff recommends approval to conduct a classification and compensation study, using Evergreen
Solutions, LLC as our consultant, for an amount not to exceed $54,000 as approved in the FY 2027
