Approval of the Special Event Permit for VRS to host the ‘Race to See 5K’ on Saturday, August 23, 
2025 from 6:00AM – 9:30AM with rolling road closures to begin at Brinkley Park on Legion Drive, 
Dunn Street, King Springs Road, Concord Road, Atlanta Road (runners will remain on sidewalk), Collier 
Drive, Dunn Street and Legion Drive ending at Brinkley Park, with signage posted at each intersection 
one week prior to event.
Citywide
ISSUE AND BACKGROUND:
Vision Rehabilitation Services (VRS) (1125 Concord Road, Suite 104, Smyrna, GA, 30080) submitted an 
application to host their 15th annual 5K on Saturday, August 23, 2025. Set up will begin at 6:45 AM, 
the race will begin at 7:45 AM, with dismantling and all roads reopened no later than 10:00 AM. 
The road closures are as follows, with the left lane being requested to close, and the right lane 
remaining operational with the guidance and supervision of the Smyrna Police Department (see 
attached map for further details: 
START – Brinkley Park
Legion Drive to Dunn Street
Right on King Springs Road
Right on Concord Road
Right on Atlanta Road
Right on Collier Drive
Right on Dunn Street
Left on Legion Drive – END
In order to approve the race, City of Smyrna staff is requiring the following from the applicant (VRS): 
Postcards should be dropped in mailboxes along the proposed route, notifying residents of 
the temporary road closure at least one month before the event
Signage posted at each intersection along the route at least one week before the event (see 
attached signage map)
Working closely with the Smyrna Police Department to finalize the race route and implement 
safety measures. VRS must prepared to accommodate adjustments from Smyrna Police 
Department both in advance and on the race day. (see attached route including the race 
direction, barricade placement, and tent locations, generator and watering station locations)
