Chairperson Richard Garland called to order the August 13, 2025 License and Variance Board
meeting held at A. Max Bacon City Hall in Council Chambers at 10:00 AM.

A. LIC2025-025 Privilege License - Agent Change Request – Beer & Wine (Pouring and Sunday
Sales) – 5350 United Dr SE Ste102, Smyrna, GA 30082 - PHO75, LLC dba PHO75 with
Thang Anh Le as agent.
Ward 7 Councilmember - Rickey N. Oglesby Jr.
Board Member Andrea Worthy made a motion to hold item LIC2025-025 until the end of
the meeting to allow time for the applicant to arrive; seconded by Board Member Bo
Jones.
The motion to hold carried with the following vote:
Aye: 3 – Chairperson Garland, Board Member Jones, Board Member Worthy
Nay: 0 – None
Recuse: 0 – None
Thang Anh Le, agent, came forward. The training her had allowed him to observe which
identifications are acceptable, age limits, and rules regarding identification. He has
implemented his own rule at the restaurant that patrons can only have two alcoholic
beverage during their visit. He is at the restaurant during all open hours because he is
