also the owner. His restaurant employs three full-time and two part-time employees who 
are all trained in alcohol service and identification requirements. Chairperson Garland 
explained that the City of Smyrna takes alcohol licensing seriously, and the police 
department will do compliance checks.

 B. V25-071 Public Hearing - Variance Request - V25-071 - Allow new construction on lot 
of record below minimum requirements - Land Lot 344 - 2755 Sherwood Road -

Caitlin Crowe, Land Services Development Coordinator, provided the following 
background: 
  
The subject parcel is a 0.32-acre lot located on the northeastern side of Sherwood Road. 
The subject parcel and all adjacent parcels are zoned R-15 and are occupied by detached 
single-family homes with the exception of the property to the east, which is zoned OI 
(Office Institution) and is occupied by the Iglesia Pentecostal de Jesucristo Roca de 
Salvacion. The subject parcel is part of the Concord Estates subdivision, which was 
platted in 1958, prior to the current Smyrna Zoning Ordinance, which was implemented in 
1974. 
  
The property was formerly occupied by a single-family home that was demolished in June 
2025. An existing 10-foot drainage easement runs the length of the southern side of the 
property to the church property in the rear. The applicant is proposing to build a new two-
story 3,315 square foot single-family home on the subject property in roughly the same 
footprint as the previous home. Once completed, the home will have 4 bedrooms and 3 
bathrooms with a vertical hardiplank façade. The home will be accessed from a new two-
car driveway off Sherwood Road. 
  
The subject property is 13,921 square feet, while the R-15 zoning district requires a 
minimum lot size of 15,000 square feet. Since the subject property is an existing lot of 
record, originally platted in 1958, the hardship is not self-created. If it were not for the 
substandard lot size, no other variances would be required to build the new home. 
  
The subject property is unique in that it has less square footage than what the R-15 
zoning district requires. The variance requested is the minimum variance needed to build 
a new single-family home on the subject property. At the time of this report, Community 
Development has not received any calls in opposition to the request. 
  
The applicant is requesting to deviate from the City’s minimum lot area requirement 
established for the R-15 zoning district. According to Section 1403 of the Zoning 
Ordinance, variances must be reviewed under the following standards: (1) Whether there 
are unique and special or extraordinary circumstances applying to the property; (2)
