Community Development believes that the requested variance will not adversely affect surrounding properties. Therefore, staff recommend approval of the requested variance with the following conditions: 1. Approval of the requested variance shall be conditioned upon substantial compliance with the site plan and elevations submitted with the variance application. 2. A staking survey shall be required prior to the foundation pour to confirm that the foundation does not encroach into the drainage easement. 3. Any damaged or broken curb caused during construction shall be replaced prior to issuance of the Certificate of Occupancy. Mark Vargas, project manager for the applicant, stated he understands and agrees to the three stipulations read into record. A public hearing was called, and no one came forward in favor of or in opposition to this item. Board Member Bo Jones made a motion to approve item V25-071; seconded by Board Member Andrea Worthy. V25-072 Public Hearing - Variance Request - V25-072 - Reduce the eastern side setback from 10 feet to 7.4 feet - Land Lot 452 - 1040 Manor Drive - Daniel Gray Ward 3 Councilmember - Travis Lindley Caitlin Crowe, Land Services Development Coordinator, provided the following background: The subject parcel is a 0.27-acre lot located on the south side of Manor Drive within the Smyrna Heights subdivision. The subject parcel and all adjoining parcels are zoned R-15 and are all occupied by detached single-family homes. The subject property is currently occupied by a 996 square foot one-story house. The applicant is proposing to renovate the existing home with a 588 square foot addition to the east and a 304 square foot deck in the rear. When completed, the home will be 1,888 square feet. The addition will have a hardy plank façade to match the existing home’s aesthetic. As noted above, the former one-story structure was 952 square feet while the minimum house size of R-15 is 2,000 square feet. Since the renovations to the home will create a 1,888 square foot home, the home will be brought closer into compliance with the R-15 floor area requirement. Additionally, the existing home is accessed by a gravel driveway.
