V25-088 Public Hearing - Variance Request - V25-088 - Reduce the streetside setback from 26.7 feet to 20.1 feet - Land Lot 265 - 280 Concord Road - Harold Singer Ward 4 Councilmember - Charles 'Corkey' Welch Caitlin Crowe, Land Services Development Coordinator, provided the following background for V25-088 and V25-089: The subject parcel is a 0.70-acre lot located at the northeast intersection of Concord Road and Highview Drive. The subject parcel and adjacent parcel to the north are zoned R15, the adjacent parcel to the east is zoned R-20, and the adjacent parcels to the south and west are zoned RDA; all are occupied by single-family detached homes. The applicant is proposing to renovate the existing 2,908 square foot one-story home by constructing a 257 square foot closet addition on the southern side of the home. The applicant will also be renovating the existing 1,254 square foot detached garage with a 270 square foot addition on the front of the garage to allow for additional vehicle storage. The existing house is on a corner lot that faces Concord Road but has road frontage on both Concord Road and Highview Drive. The home was originally built in 1900 and has been renovated several times over the years. The existing nonconforming streetside setback of 20.1 feet has existed at least since 1952 based on aerials retrieved from the site known as Historic Aerials, which was prior to the adoption of the City’s Zoning Ordinance in 1974. As part of the renovations, the closet addition will follow the line of the home along Highview Drive, but no more than what exists today. Since the existing home is currently encroaching into the streetside setback, any expansion on the southern side of the home would require a variance. Since the existing home is currently non-conforming and built prior to the current Zoning Ordinance, the hardship is not self-created. Once the renovations are completed on the home, the primary dwelling structure will total 3,165 square feet. The addition to the detached garage will put the garage at a total of 1,524 square feet, which is equivalent to 48.2% of the house’s total square footage, which exceeds the maximum allowable floor area for accessory structures of 25% of the principal building total square footage. The applicant has a car collection, which he would like to store in a covered space to preserve the vehicles. Since the garage is already nonconforming (at 43.1% of the primary structure prior to any renovations), any increase to the garage to provide covered parking would require a variance.
