1. Roll Call

2. Call to Order
Mayor Pro Tem Tim Gould called to order the May 18, 2026 Pre-Council Meeting held at A. Max
Bacon City Hall in the Admin Conference Room at 6:32 PM.
3. Review of Current M&C Agenda
PRE2026-016 Review of the May 18, 2026 Mayor and Council Meeting Notice and Agenda
Mayor Pro Tem Tim Gould reviewed the May 18, 2026 Mayor and Council Meeting
agenda.
2026-181: Russell Martin, Community Development Director, explained that this is the
kickoff to the Comprehensive Plan Update with a public hearing. Kyle May from MKSK will
present to Mayor and Council the process for the public, explain what next year will look,
where to find the information, etc.
Z26-101: Scott Cochran, City Attorney, explained that if this property meets all of the
requirements, council should approve the subdivision of this property. Councilmember
Wilkinson expressed concern about water runoff. Mark Wolff, City Engineer, explained
that they have requirements for water quality that have to be met. Councilmember Welch
asked if there has ever been a determination that a stream buffer variance is required on
that property. Mr. Wolff said there has been no discovery of a stream, and any water on
the property does not meet the minimum requirements of a stream.
