Chairperson Joel Powell called to order the January 5, 2026 Planning and Zoning Commission
meeting held at A. Max Bacon City Hall in Council Chambers at 6:02 PM.

A. Z25-015 Public Hearing - Zoning Amendment - Z25-015 - Request to modify the site plan,
elevations, and zoning conditions of Z21-014 - Land Lots 751 & 752 - 6.9 acres - 4941, 4999 &
5041 S Cobb Drive, 4960, 4970, 4980 & 5000 Oakdale Road - Arris Smyrna LLC

Joey Staubes, Planner II, provided the following background:
The request is to be heard by Mayor and Council on February 16, 2026. Board member
Howard recused himself from this item due to his companies ties. The request is a
rezoning amendment for a site plan change for 45 townhomes and a 5,023 square foot
drive-thru building. The property was rezoned for a retail center in 2007, which was never
built. The property was then rezoned from GC to MU in 2021 for 163 apartment units and
20,109 square feet of commercial/residential space. The applicant has now requested a
site plan change. Staff have recommended retaining the MU zoning as opposed to GC to
limit the allowable uses on the property. Any work within South Cobb Drive will be
