Ward 3 Councilmember - Travis Lindley ISSUE AND BACKGROUND: The City of Smyrna is hosting an all-day festival titled Culture & Spirit Festival in conjunction with the 153rd Birthday Celebration. For the purpose of this all-day festival and annual City of Smyrna celebration, much of the downtown area has been approved for street closings for the festival and the main concert that will take place on Atlanta Road. All alcohol sales will take place within the approved event boundaries. Premier Events and City Park Concessions have been designated as festivities organizers for the Culture & Spirit Festival and will be managing a portion of alcohol and concession sales for the Birthday Celebration, with the exception of inside the Market Village and Pavilion stations that are to be individually managed and operated by the existing Market Village and Pavilion merchants who currently hold alcohol licenses within the City of Smyrna and will be conducting sales immediately in front of their respective businesses. The City of Smyrna has approved City Park Concessions by separate agreement for alcohol sales outside of the Market Village/Pavilion merchants business locations. The City of Smyrna is now is providing permission for the Market Village and Pavilion businesses and respective owner/operators who currently hold City of Smyrna alcohol license to seek a State permit for the purpose of ordering product and managing their individual business sales as well as manage their respective insurance requirements for the activity City managed Festival and Birthday Celebration. Additionally, either Atkins Park Tavern (Kevin Drawe), Zucca (Tim Langell) or City Park Concessions may operate alcohol sales (beer station/tent at one or two locations within the event space beyond their respective store fronts, as described – 1) station at King Street//W. Spring Street across the street from City Hall, and 2) a station on/at King Street adjacent to the Community Center (as specified by event organizers). The location/Merchant operating either or both locations is to be determined through the City of Smyrna Community Relations Department prior to State license
