Architectural Services:  
• Qualifications received – in staff review. Deadline for staff review is June 20. Firm 
interviews to follow. 
Library Bathroom:  
• Ongoing 
Georgia Power Green Initiatives:  
• Interior LED retrofits and HVAC are near complete 
• Police and Fire Station 1 will have new generators by August 
• Community Center will be closed when the HVAC is installed there 
 
Communications and Website Improvements: 
Councilmember Oglesby mentioned that the website need improvement, especially the 
way good things are promoted. Even though he knows what he is looking for, it is still 
difficult to navigate. Councilmember Hines reiterated how complicated it can be to find 
information on the website. Mayor Norton recommended that concerns be sent to Mike 
Jones and Jennifer Bennett. 
  
Mayor Pro Tem Gould asked Chief Zgonc to talk about interactions and feedback from 
residents:  
• There is a need for better tools to enforce noise ordinance violations, including 
commercial decibel meters. 
• Residential: 65 decibels, Industrial Mixed Use: 70 decibels - lower readings 
begin at 11:00 PM 
• Training new employees centers around professionalism and customer service, 
especially from 911 operators 
• 911 operators have a stressful job, and they have to work through a systematic 
approach in the system that is used for logging these calls

 A. COW2025-063 Review of the June 16, 2025 Mayor and Council Meeting Notice and Agenda 
 
Z25-022: Smyrna Preparatory School is requesting the location of a school at 4100 King 
Springs Road which is occupied by Life Church Assembly of God. The subject property is 
zoned R-15 and Section 701.5 of the Smyrna Zoning Code requires schools within a 
residential zoning district to be subject to the approval of Mayor & Council. 
  
ORD2025-005: The city is being petitioned to annex 1990 Watkins Road and adjacent 
right-of-way as described in the legal description. The subject property totals 7.55 acres 
and is zoned HI (Heavy Industrial) in Cobb County. The property will retain the HI (Heavy 
Industrial) zoning if the annexation is approved. 
  
AGR2025-018: The scope of work provided by the Program Management Task Order will 
be as outlined in the Professional Services Agreement for Smyrna 2016 SPLOST 
Program Management Services. This work will be completed as an hourly not to exceed 
fee project. Invoicing will be progressive and will be submitted monthly for work completed 
to date less previous payments. This proposal incorporates, as if fully set forth herein, the 
terms and conditions of the Professional Services Agreement for Smyrna 2016 SPLOST 
Program Management Services dated August 3, 2015, between Croy Engineering, LLC 
and the City of Smyrna.
