ATH2025-101: Eric Randall, Public Works Director, explained that this is a request based on an evaluation that was performed of the storm water runoff that discharges from Memory Lane and passes through the properties of 1533, 1523, 1503, and1493 Collier Drive. This request will improve the current condition as the conveyance system in place now is not adequately sized nor did the system ever have proper drainage easements associated with it. All work will be properly documented and recorded as part of this request. ATH2025-097: Kirstin Robinson, Deputy City Administrator, stated that the State made changes to the threshold for Public Works construction contracts during the 2025 General Session increasing the threshold for sealed bids from $100,000 to $250,000. The City mirrors the State for Public Works contracts so we need to make the update. The City also wants to increase the sealed bid threshold for non-public works contracts from $50,000 to $100,000. Several other minor tweaks and adjustments to the policy have also been made in this update. ATH2025-097: Chief Zgonc explained that they began looking at this program two years ago. There was too much reliance on tasers, and they wanted to move from that to improved control in a safer and more efficient manner. They chose a program that fits their needs and scheduling in the City of Smyrna for officers to do on duty. 6. Other Business / Staff Comment Kristin Robinson, Deputy City Administrator: • Council approved a resolution, but tweaks needed to be made – DDA approved the newer version, and it now has to come before Council to be approved again • Required to have three public hearings for millage rate adoption – proposing to have a Special Called meeting on July 14 and an earlier start on July 21 Councilmember Wilkinson asked if CDBG funds fund the marshals. These funds are mainly dedicated to Rose Garden. Mayor Pro Tem Gould mentioned that staff was very responsive after storm damage. Mayor Norton stated that StillFire will start going vertical weather permitting. He asked Richard Garland about the Nasa Tophat program. Mr. Garland stated there are 600 registrants so far. He is awaiting a resident vs non-resident breakdown. Councilmember Hines said they had their CMA meeting. She commended Parks and Recreation and Communications for adapting to the storm that came through during the concert. Councilmember Oglesby attended the concert this past weekend, and he noted that the turf drained well. Juneteenth is next week starting at 5:00 – 10:00. He asked that Mayor and Council be there at 7:30 to be recognized. Congresswoman Lucy McBath will be in attendance. The majority of the performers are volunteering their time and service to the event. Paul Osburn, Deputy Public Works Director, said he has a couple quotes for the dock at $100K and $50K to return it to the way it was. Discussion has taken place on whether to raise the dock to minimize the amount of sediment buildup or to return it to its original position. 7. Executive Session (As Needed)
