ATH2026-032 Authorization to approve the City of Smyrna’s request to acquire a 20’ Sanitary Sewer Easement from JSL Residential Properties, LLC. located at 1036 Dell Avenue for the City of Smyrna to be able to access and maintain its sanitary sewer infrastructure that crosses this property and authorize the Mayor to sign and execute all documents. Ward 3 Councilmember - Travis Lindley Councilmember Travis Lindley made a motion to approve item ATH2026-032; seconded by Councilmember Latonia P. Hines The motion to approve carried with the following vote: Aye: 7 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Recuse: 0 – None D. AGR2026-003 Authorization to approve the preliminary engineering design for the proposed pedestrian crossing improvements located at the Hawthorne Avenue at Atlanta Road railroad crossing with the design work to be performed by CSX’s design consultant in an amount not to exceed $48,500.00 to be funded out of 2022 SPLOST – Traffic Calming line item and authorize the Mayor to sign and execute all documents. Ward 3 Councilmember – Travis Lindley Mike Jones, City Administrator, provided the following background: This is a request based on a need after a review of the safety of the pedestrian access located at Hawthorne Avenue at Atlanta Road railroad crossing. It has been identified that there are some valid concerns that need to be evaluated and addressed. We have also received numerous citizen complaints and concerns about pedestrian safety at this location. This project will be performed in 2 phases the initial phase is design and then a construction phase will follow. Both phases of the project will be funded out of 2022 SPLOST – Traffic Calming line item. Councilmember Travis Lindley made a motion to approve item AGR2026-003; seconded by Councilmember Glenn Pickens. The motion to approve carried with the following vote: Aye: 7 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None
