2. Call to Order
Mayor Derek Norton called to order the April 30, 2026 Committee of the Whole meeting held at
A. Max Bacon City Hall in the HR Training Room at 6:00 PM.
3. Staff M&C Agenda Items to Review
ATH2026-052: Brian Marcos, Fire Chief, explained that the Fire Department is proposing the
reclassification (title change) of the existing Fire Hydrant Inspector position to Operations
Support Program Manager to reflect a substantial expansion in scope, responsibility, and
organizational impact.
This expanded role requires broader organizational knowledge, increased independent
judgment, and regular coordination with multiple divisions and external partners and it
consolidates multiple operational support and compliance-driven programs under a single
accountable administrator, supporting department readiness, efficiency, and continuity.
The budget impact reflects a savings of $11,858 following the recent retirement of the Hydrant
Inspector.
