Citywide ISSUE AND BACKGROUND: Bids were opened for RFP26-002 on November 3, 2025 and evaluated by the following criteria: Company Background / Financial Stability / Litigation Record Relevant Experience / Firm Certifications Methodology and Approach / Project Staffing Cost Proposal and Required Forms Croy Engineering has recommended that the project be awarded to Reeves Young, LLC as the lowest responsible and responsive bidder, whose bid met the criteria set forth. A reference check has been completed, qualifications of the bidder verified and the proposal is the most advantageous to the City. RECOMMENDATION / REQUESTED ACTION: Staff recommends the authorization for the recommendation of award of RFP26-002 for the Tolleson Aquatics Center to Reeves Young, LLC (45 Peachtree Industrial Blvd, Sugar Hill, GA 30518) in the amount of $16,228,529.69 to be paid from 2022 SPLOST and authorize the Mayor to sign and execute all related documents.
