ISSUE AND BACKGROUND:
The City Chaplaincy Program policy (Ben 7-0) was adopted on July 1, 2020, to establish a corps of 
volunteer ministers to supplement the City’s other employee assistance programs. The program was 
originally put in place under prior leadership, and while it served a thoughtful purpose, it was never 
fully implemented.
Both our Police and Fire departments continue to have their own chaplaincy policies. If other City 
staff need chaplain services, we can coordinate through those departments or utilize our Employee 
Assistance Program. Our goal is to streamline the process and administration while keeping the same 
level of support. The City wants to keep the strong, informal relationships in place that have worked 
so well for our staff over the years.
 
RECOMMENDATION / REQUESTED ACTION:
Staff recommends repealing Personnel Policies and Procedures - BEN 7-0 - City Chaplaincy Program
