2. Call to Order 
 
Mayor Derek Norton called to order the April 21, 2025 Pre-Council Meeting held at A. Max Bacon 
City Hall in the Admin Conference Room at 6:37 PM. 
 
3. Review of Current M&C Agenda 
 
PRE2025-014 Review of the April 21, 2025 Mayor and Council Meeting Notice and Agenda 
 
Z25-005: Mayor Norton reminded Council that this is not a rezoning. It is a zoning 
amendment for a small change in height. He also mentioned that Councilmember Pickens 
will be recusing himself.  
  
ATH2025-071: Councilmember Welch asked that noise be reduced or eliminated between 
9:00 AM – noon on Sundays so as not to disrupt church services in the area.  
  
ATH2025-065: Joe Bennett, City Administrator, recommended changing the wording for 
this item to indicate closing the roads as-is but changing it to only May 4, 2025 so they 
can look at future arrangements for the Smyrna Market. Councilmember Lindley stated he 
does not want King Street closed. Discussion took place about daylight savings time and 
the impact that may have on these road closures. This will be revisited at a later date.
