2. Call to Order
Mayor Derek Norton called to order the March 16, 2026 Pre-Council Meeting held at A. Max
Bacon City Hall in the Administrative Conference Room at 6:32 PM.
3. Review of Current M&C Agenda
PRE2026-008 Review of the March 16, 2026 Mayor and Council Meeting Notice and Agenda
Mayor Norton reviewed the March 16, 2026 Mayor and Council agenda.
Z25-015: Mike Jones, City Administrator, updated the council members. Kimley-Horn was
hired by the applicant to perform a traffic study as directed by Mayor and Council at the
February 16, 2026 Mayor and Council meeting. The overall level of service looked at no
development versus proposed development impact. Regardless of Chick-Fil-A being there
or not, South Cobb Drive is a problem. There was a full-access proposed from Chick-Fil-A
onto Oakdale Road. That has been removed. In addition to internal stacking, there will be
a right-in/right-out to address potential problematic stacking. Existing zoning allows 163
multi-family housing units and 20,000 sq. ft. commercial. Currently, the trip generation
number is 1,320 trips per day as it is zoned today. With the proposed development, it
reduces it by 12% to 1,156 trips per day.
Councilmember Oglesby spoke to a representative from Chick-Fil-A to ask about
removing the right-out turn onto Oakdale Road. Russell Martin, Community Development
Director, said that the right-out is to get traffic to a protected left hand turn onto South
