2. Call to Order
Mayor Pro Tem Tim Gould called to order the January 8, 2026 Committee of the Whole meeting
held at A. Max Bacon City Hall in the HR Training Room at 6:00 PM.

A. COW2026-001 Update on Upcoming New Traffic Signal Installations
Citywide
No discussion took place. This will be discussed at a future Committee of the Whole
meeting.
B. COW2026-002 Preliminary discussion regarding request to add a Fallen Officer’s Memorial at
the PD (at Officer Ewing’s widow’s request)
Deputy Chief Binicewicz presented information about a Fallen Officers’ Memorial brought
forward by Officer Christopher Ewing’s mother. She had asked the police department
about a memorial for fallen officers to be placed at or near the police station or in the
lobby in honor of her son. Discussion took place about what it could look like, where it
could be placed, and that it would be for all fallen Smyrna officers. It is estimated that it
