ATH2025-178 Authorization for the recommendation to move the City’s Workers’ Compensation program to BITCO Insurance Companies for an annual premium of $488,749 and authorize the Mayor to execute all documents. Citywide Mike Jones, City Administrator, provided the following background: The City’s Worker’s Compensation insurance program renews on January 1, 2026. The City’s coverage has been with Associated Claims Administrators (ACA) for the past 2 years. While our overall claims have continued to decrease, there are a number of significant service issues with ACA. The annual premium from ACA last year was over $700K. The annual premium from BITCO is $488,749.00. Staff recommends approval. Councilmember Glenn Pickens made a motion to approve item ATH2025-178; seconded by Councilmember Travis Lindley. ORD2025-009 Public Hearing – Approve an amendment to Section 402 and 712 of the Zoning Ordinance, Appendix A the Smyrna Code of Ordinances to define Vape Shops, Elementary and Secondary Schools and Principal Product Line and to specify Restrictions on Vape Shop locations. Citywide Mike Jones, City Administrator, provided the following background: Research indicates that the proximity of Vape Shops to schools may increase the likelihood of youth exposure and use of vaping products. The City Council finds that it is in the public interest to regulate the location of vape shops to reduce the potential for youth initiation of vaping and to protect the health of Smyrna’s young people. This amendment to the zoning ordinance defines Vape Shops, Elementary and Secondary Schools and Principal Product Line and specifies that a Vape Shops is authorized in the General Commercial zoning category provided that it is not located within 1000 feet of certain schools, kindergartens, daycare facilities or other Vape Shops, all as defined by the ordinance. A public hearing was called, and no one came forward in favor of or in opposition to this item. Councilmember Travis Lindley made a motion to approve item ORD2025-009; seconded by Councilmember Glenn Pickens. The motion to approve carried with the following vote:
