AGR2025-050 Approve amendments to intergovernmental agreements with the Cobb County School District regarding the use and lease of facilities at Rose Garden Hills School and Argo Rd Road Park, with each amendment renewing and extending the terms of the agreement for a period of five (5) years, beginning on October 4, 2026, and expiring on October 3, 2031 and authorize the Mayor to sign and execute all related documents. Ward 2 Councilmember - Latonia P. Hines Councilmember Latonia P. Hines made a motion to approve item AGR2025-050; seconded by Councilmember Susan Wilkinson. The motion to approve carried with the following vote: Aye: 7 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Recuse: 0 – None H. RFP2026-002 Authorization for the recommendation of award of RFP26-002 for the Tolleson Aquatics Center to Reeves Young, LLC (45 Peachtree Industrial Blvd, Sugar Hill, GA 30518) in the amount of $16,228,529.69 to be paid from 2022 SPLOST and authorize the Mayor to sign and execute all related documents. Mike Jones, City Administrator, provided the following background: Bids were opened for RFP26-002 on November 3, 2025 and evaluated by the following criteria: Company Background / Financial Stability / Litigation Record Relevant Experience / Firm Certifications Methodology and Approach / Project Staffing Cost Proposal and Required Forms Five firms responded. Croy Engineering has recommended that the project be awarded to Reeves Young, LLC as the lowest responsible and responsive bidder, whose bid met the criteria set forth. The contract will be awarded in the amount of $16,228,529.69. The project is to be substantially completed by March 2027. The City’s deadline for opening the Tolleson Aquatic Center is May 2027. Councilmember Travis Lindley made a motion to approve item RFP2026-002; seconded by Councilmember Glenn Pickens. The motion to approve carried with the following vote: Aye: 7 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Recuse: 0 – None
