 I. ATH2025-186 Approval of Dedication of Concord Linear Park to Dr. David V. Martin 
Ward 3 Councilmember - Travis Lindley 
 
Councilmember Travis Lindley thanked Richard Garland and the Parks & Recreation 
Department for their assistance. In late August, Dr. David Martin passed away. He 
was known for his dedication and love for Smyrna and was always seen picking up 
trash. A dedication and monument for renaming the park will be held in early 
February.   
 
Councilmember Travis Lindley made a motion to approve item ATH2025-186; 
seconded by Councilmember Latonia P. Hines. 
 
The motion to approve carried with the following vote: 
 
Aye: 7 –  Councilmember Pickens, Councilmember Hines, Councilmember 
Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor 
Pro Tem / Councilmember Gould, Councilmember Oglesby 
Nay: 0 –  None

 J. ATH2025-190 Approval to close King Street between Bank Street and Powder Springs 
Street indefinitely effective November 21, 2025 between the hours of 3:00PM Fridays - 
6:00PM Sundays to allow pedestrian traffic during peak hours of use at the Village 
Green Space.  
Ward 3 Councilmember - Travis Lindley 
 
Councilmember Travis Lindley asked about the timeline on permanent bollards. Mike 
Jones explained there is a bollard plan in place and with the vote tonight, they will 
move forward.   
 
Councilmember Travis Lindley made a motion to approve item ATH2025-190; 
seconded by Councilmember Charles Welch. 
 
The motion to approve carried with the following vote: 
 
Aye: 7 –  Councilmember Pickens, Councilmember Hines, Councilmember 
Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor

Councilmember Rickey N. Oglesby, Jr., applicant, stated that he hopes to open a full-
service jazz restaurant. They have an excellent Executive Chef from Jamaica who 
grew up in NYC. The cuisine will be a mix of many backgrounds. There will be live
