Chairperson Joel Powell called to order the May 12, 2025 Planning and Zoning Commission 
meeting held at A. Max Bacon City Hall in Council Chambers at 6:00 PM.

4. Formal Business 
 
 A. ORD2025-004 ORD2024-004 - Public Hearing - Allow a code amendment to Section 712 of 
the zoning ordinance to allow coffee shops and coffee roasting facilities as a permitted use in 
the GC (General Commercial) Zoning District. Citywide 
Citywide 
 
Joey Staubes, Planner II, stated that Community Development is proposing and 
requesting to amend Section 712 of the Zoning Ordinance to add coffee shops and coffee 
roasting facilities as a permitted use. The Planning and Zoning Commission’s 
recommendation will go before Mayor and Council in June 2025.  
   
A public hearing was called, and no one came forward in favor of or in opposition to this 
item.  
 
Board Member Henriette Ostrzega made a motion to approve item ORD2025-004; 
seconded by Board Member Charles Phillips.
