The motion to approve carried with the following vote: Aye: 6 – Councilmember Pickens, Councilmember Hines (virtual), Councilmember Lindley, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Absent: 1 – Councilmember Welch Q. RES2026-004 Approval of Resolution RES2026-004 authorizing an emergency 9-1-1 telephone service and authorize the Mayor to sign and execute all related documents. Citywide Councilmember Glenn Pickens made a motion to approve item RES2026-004; seconded by Councilmember Susan Wilkinson. The motion to approve carried with the following vote: Aye: 6 – Councilmember Pickens, Councilmember Hines (virtual), Councilmember Lindley, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Absent: 1 – Councilmember Welch R. ATH2025-173 Authorization to enter into an agreement with Flock Group, Inc. / Flock Safety (1160 Howell Mill Road NW, Suite 210, Atlanta, Georgia) for subscription to the Flock Safety – Safe City Program, to include the Unmanned Air Support Service Addendum, Law Enforcement Product Addendum and Safe City Program Addendum, together with integration and implementation services for a cumulative total amount of $5,717,500.00 to be paid over a 10 year billing schedule with the right to terminate if the city chooses to not appropriate funds to cover, authorization to amend the FY 2026 Adopted General Fund budget to increase the Police Administration departmental budget in the amount of $123,500 (amount due at signing) to be funded from General Fund fund balance, and authorize the Mayor to sign and execute all related documents. Citywide Mike L. Jones, City Administrator, provided the following background: The Smyrna PD wishes to participate in the Flock Safety – Safe City program and increase the Flock Camera Automated License Plate Readers system currently in the City and add other services in an effort to increase community safety. The Program with add additional License Plate Reader Cameras, Live Video Cameras, a Mobile Security Trailer, and drones and include all integration and implementation services necessary. Smyrna has 11 and would be expanding to around 70. In comparison, Dunwoody has 123 currently. This allows for public safety to be smarter and more effective in responding to events. Councilmember Latonia P. Hines stated that she is very happy about this as a 20+ year prosecutor. This is revolutionary.
