• Upgrade FLUM (Future Land-Use Map) in the walkable and bikeable core of 
downtown. 
• Update residential zoning classes & Requirements. 
• Concurrently preemptively upzone these areas wo match FLUM. 
• Update tree ordinance to improve streetscapes. 
• Provide for “missing middle” housing options. 
 
The public hearing was closed.   
 
 B. Z26-101 Plat Approval - Allow subdivision of 3490 Pinetree Drive into two parcels 
within the R-20 Zoning District - 1.01 acres - Land Lot 555 - 3490 Pinetree Drive - 
Sean Murphy 
Ward 6 Mayor Pro Tem / Councilmember - Tim Gould 
 
Joey Staubes, Planner II, provided the following background: 
  
The applicant is seeking approval to subdivide property at 3490 Pinetree Drive into 
two single-family residential lots within the requirements of the R-20 zoning district, so 
no rezoning is required. The subject property is 1.01 acres with a proposed density of 
1.98 units/acre which is within the Low-Density Residential land use classification 
(under 3 units/acre).  
 
Councilmember Rickey N. Oglesby Jr. made a motion to approve item Z26-101; 
seconded by Councilmember Travis Lindley. 
 
The motion to approve carried with the following vote: 
 
Aye: 5 –  Councilmember Hines, Councilmember Lindley, Councilmember 
Welch, Councilmember Wilkinson, Councilmember Oglesby  
Nay: 0 –  None 
Absent: 1 –  Councilmember Pickens 
 
 C. Z26-002 Public Hearing - Zoning Request - Z26-002 - Allow rezoning from LC to GC - 
0.26 acres - Land Lot 450 - 3475 S Cobb Drive - Phyllis Ridgeway 
Ward 3 Councilmember - Travis Lindley 
 
Joey Staubes, Planner II, provided the following background: 
  
The applicant is requesting to rezone the subject property at 3475 S Cobb Drive from 
LC (Limited Commercial) to GC (General Commercial) to allow additional uses for 
potential tenants in the existing building. The property is occupied with an 964 sq. ft. 
building occupied by a hair salon. The property owner is requesting a rezoning to GC 
to allow a massage practitioner with one table. The applicant has no plans to 
redevelop the property and will utilize the existing building and parking facility as-is. 
The Planning & Zoning Commission voted 7-0 to approve at the April 13, 2026, 
meeting. 
  
Community Development recommends approval of the rezoning from LC to GC at 
3475 S Cobb Drive Road with the following conditions: 
  
The following uses shall be prohibited:  
• (710.2.1) Automobile Broker Office.
