An updated plan will allow the city to proactively address challenges revolving around land use, housing stock, shifting demographics, and economic transitions. • Seize Opportunities - by focusing on reusing and redeveloping existing spaces to leverage opportunities for sustainable growth. • Anticipate Community Needs - develop a strategic approach that anticipates and meets the needs of residents and businesses, rather than reacting to changes as they occur. Previous Comprehensive Plan Outcomes • Downtown Smyrna Village Green Transformation • Increased Housing Options • Major Downtown Redevelopment Initiative • Park Reinvestment and Recreation Upgrades Project Overview While recent investments in parks, transportation, and infrastructure have benefited much of the city, there are still opportunities to strengthen physical connections across highway barriers, re-imagine aging strip retail shopping centers, and improve access to housing for a growing population. Addressing these challenges will allow Smyrna to fully realize the opportunities and action items in previous City plans, where establishing quality of life and place are high priorities. Goals & Objectives Goal 1: Align Existing Plans, Policies, and City Priorities • Objective 1.1: Review and synthesize existing plans, zoning regulations, and policies to ensure consistency and alignment • Objective 1.2: Identify gaps, redundancies, and opportunities to improve planning effectiveness and coordination. Goal 2: Build a Data-Driven Understanding of Current Conditions • Objective 2.1: Identify key growth trends, challenges, and opportunities influencing future development. • Objective 2.2: Use quantitative and qualitative data to inform planning decisions and meet state requirements. Goal 3: Shape a Shared Community Vision and Strategic Direction • Objective 3.1: Engage a broad and diverse range of community members, stakeholders, and key groups to gather meaningful input throughout the planning process. • Objective 3.2: Capture community values, priorities, and aspirations to inform a clear and representative vision for the future. • Objective 3.3: Test ideas, build consensus, and identify guiding principles and strategic priorities based on public input and analysis. • Objective 3.4: Document and synthesize engagement outcomes to inform plan development and decision-making directly.
