Phyllis Ridgeway, applicant, said it is currently a hair salon. She wants to have a tenant 
that will offer massage services. 
  
Board Member Gordon-Evans asked if the massage therapist would be an employee or if 
they would have a separate business license. Ms. Ridgeway said they will have their own 
business license.  
  
A public hearing was called, and no one came forward in favor of or in opposition to this 
item. The public hearing was closed.  
 
Commission Member Keith Bentley made a motion to approve item Z26-002; seconded by 
Commission Member Jill Gordon-Evans. 
 
The motion to approve carried with the following vote:

Commission Member Bentley, Commission Member Rice, Commission

 B. Z26-003 Public Hearing - Zoning Request - Z26-003 - Allow rezoning from R-15 to RMC-8 for 
the development of four single-family homes at a density of 7.54 units per acre - 0.53 acres - 
Land Lot 809 - 2719 Bell Drive - EIB Properties LLC 
Ward 1 Councilmember - Glenn Pickens 
 
Joey Staubes, Planner II, provided the following background: 
  
Joey Staubes, Planner II, presented staff recommendation for the rezoning from R-15 to 
RMC-8-Conditional. The request is to be heard by Mayor and Council on May 18, 2026. 
The property is currently occupied by a single-family home. The applicant is proposing to 
subdivide the parcel into 4 single-family home lots. This is the same zoning district as 
what was approved last year to the south from the same applicant. There would be no 
change in future land use.
