17. The developer shall dedicate property 25’ from center line along Woodland Terrace. 
18. The developer shall install a 5’ sidewalk and 2’ grass strip along Bell Drive and 
Woodland Terrace.  
19. Approval of the subject property for the RMC-8-Conditional zoning district shall be 
conditioned upon the development of the property in substantial compliance with the 
site plan submitted 3/9/2026 and created by Ridge Planning & Development and all 
zoning stipulations above. 
20. Approval of the subject property shall be conditioned upon substantial compliance 
with the elevations submitted on 3/9/2026. 
  
Chairperson Powell asked if the stormwater pond has been resized to accommodate the 
new homes. Mr. Staubes confirmed it has been.  
  
David Woodbury, applicant, these are an extension of the lots that were approved last 
year and had intended to extend the conditions to this property when it became available. 
He wants to continue the redevelopment on Bell Drive.  
  
Board Member Carter asked if the stormwater facility would be sized if the additional two 
lots came on board. Mr. Woodbury said that this pond will be maxed out, and if the other 
parcels become available later, they will have to have their own water quality 
management.  
  
A public hearing was called, and no one came forward in favor of or in opposition to this 
item. The public hearing was closed. 
 
Commission Member Ian Twomey made a motion to approve item Z26-003; seconded by 
Commission Member Jonathan Howard. 
 
The motion to approve carried with the following vote:

Commission Member Bentley, Commission Member Rice, Commission 
Member Gordon-Evans, Commission Member Carter, Commission
