May 18, 2026 6:30 PM City of Smyrna Mayor and Council Meeting 2800 King Street SE Council Chambers Page 2 of 2 Z26-002: Joey Staubes, Planner II, explained that the applicant is requesting to rezone the subject property at 3475 S Cobb Drive from LC (Limited Commercial) to GC (General Commercial) to allow additional uses for potential tenants in the existing building. The property is occupied with an 964 sq. ft. building occupied by a hair salon. The property owner is requesting a rezoning to GC to allow a massage practitioner with one table. The applicant has no plans to redevelop the property and will utilize the existing building and parking facility as-is. Z26-003: Joey Staubes, Planner II, stated that EIB Properties LLC is seeking approval of a rezoning for 2719 Bell Drive from R-15 to RMC-8-Conditional for the development of four (4) single-family detached residences at a density of 7.54 units per acre. AGR2026-018: Andrea Worthy, Economic Development Director, explained that the city partnered with the Trust for Public Land for a congressional spending request through Senator Warnock’s office for this project that was awarded in 2023. The City requested proposals for a consultant to explore the most feasible bridge location to connect regional greenway trail systems across the Chattahoochee River in Atlanta and Smyrna, GA. The consultant will provide project administration, public engagement, site investigation & due diligence, and DOT concept development. Four (4) proposals were received on Friday, March 13, 2026, and evaluated by Smyrna staff (Economic Development, Community Development, Parks & Recreation, Public Works), City of Atlanta staff (Parks & Recreation, Planning, Engineering), Cobb County (Parks & Recreation, DOT), the PATH Foundation, and the Trust for Public Land. The team selected three (3) firms for presentation/interviews and the final evaluation on April 22 & 23, 2026. The recommended firm is Kimley Horn. There is no obligation of city funds. This allows this project to get on the ARC TIP list for future funding opportunities. AGR2026-020: Andrea Worthy, Economic Development Director, explained in 2020, the Trust for Public Land (“TPL”) and the City were among multiple groups and agencies that completed the Chattahoochee Riverlands Study (the “Study”). Since that time, TPL has identified that the initial portion of this trail will be located in south Cobb County, including a portion that lies within the Smyrna City Limits along Riverview Road. TPL would construct the recreational bicycle and pedestrian trail and associated amenities, using philanthropic dollars to build this portion of the trail. This Memorandum of Understanding (MOU) would grant TPL a temporary easement for access and construction on this portion of City-owned right of way. 4. Other Business / Staff Comment Councilmember Oglesby discussed the Juneteenth Festival on June 19. He expressed concerns about parking because the festival is in conjunction with the World Cup showing. 5. Executive Session (As Needed) 6.
