• Flock encourages all agencies to have regular audits to ensure proper usage. 
• Coming Soon: Proactive Auditing to alert to potential misuse. 
 
Community Safety, Community Values: Industry Leading Compliance Features:  
• Search Filters – Prevents searches related to immigration or reproductive health at 
the request of a community. 
• Permanent Audit Logs – Communities can require both search reason and case 
number be included in any search. 
• Federal Limitation – No federal access to nationwide or statewide lookup. 
Agencies can share their data, not Flock. 
• Legal Response – Our contract mandates we alert you to any legal request for 
your data so your counsel can decide how to respond.  
 
Councilmember Hines stated that as a prosecutor for 20 years, stated that Flock has the 
kind of technology that helps with convictions for crimes, especially for those crimes 
committed when someone flees. She asked how open records are handled. Mr. 
Jeffcoat stated that each agency has policies and procedures and built out models in the 
software that allows for those searches and provide the trails for auditing purposes. 
Councilmember Welch asked if additional personnel is needed if they move forward with 
this, and he asked what the range of the drones is. Chief Zgonc stated it does not create 
more work for personnel. It makes things more efficient for current personnel. Mr. Jeffcoat 
stated drone range is typically 3.5 miles radius.
