Review of Current M&C Agenda A. COW2025-119 Review of the December 15, 2025 Mayor and Council Meeting Notice and Agenda Mayor Derek Norton reviewed the December 15, 2025 Mayor and Council meeting agenda. ATH2025-198: Paul Osburn, Deputy Public Works Director, explained that the retractable bollards will be at Bank St. and King St., Powder Springs St. and King St. by the brewery and the parallel parking where the food trucks are supposed to be. They will also be installed at Village Green at Atlanta Rd. They are quick release, so they should go up and down within 30 seconds. Reflectivity will be installed, and they will be installed by internal staff with oversight by an appropriate manufacturer representative which will save the City a quarter of a million dollars. RFP26-011: This allows the City to have an on-call set of contractors to utilize. ATH2025-210: This allows one contractor to manage the whole project from design to installation. This will be an upgrade from what was there before. It will tie into the river keepers building. It will be ADA compliant, elevated, tied into the trail, etc. ATH2025-211: This just increases the budget line item to do additional outfall clearing. 6. Other Business / Staff Comment Paul Osburn, Deputy Public Works Director, discussed the bagged leaf issues. Staff has attempted multiple ways to handle the bagged leaf issues from residents. Door hangers were distributed with the new rules. Ten bags or fewer are free. Communication will be better before the next fall season.
