Kristin Robinson, Deputy City Administrator/CFO, Cobb Marietta Water Authority is passing 
along a 5% fee increase. The water bill and the website will have the increase announced. She 
also said that the recycling fees per ton are going from $20 to $47 per ton. That is more than 
solid waste.  
 
7. Executive Session (As Needed) 
 
 A. COW2025-121 Discussion regarding Legal 
 
Councilmember Charles Welch made a motion Enter into Executive Session to discuss 
Legal and Personnel; seconded by Councilmember Rickey N. Oglesby Jr. 
 
The motion Enter into Executive Session carried with the following vote: 
 
Aye: 5 –  Councilmember Pickens, Councilmember Welch, Councilmember 
Wilkinson, Councilmember / Mayor Pro Tem Gould (virtual), 
Councilmember Oglesby  
Nay: 0 –  None 
Absent: 2 –  Councilmember Hines, Councilmember Lindley  
 
Councilmember Rickey N. Oglesby Jr. made a motion Return to Regular Session; 
seconded by Councilmember Glenn Pickens. 
 
The motion Return to Regular Session carried with the following vote: 
 
Aye: 5 –  Councilmember Pickens, Councilmember Welch, Councilmember 
Wilkinson, Councilmember / Mayor Pro Tem Gould (virtual), 
Councilmember Oglesby  
Nay: 0 –  None 
Absent: 2 –  Councilmember Hines, Councilmember Lindley

Mayor Derek Norton adjourned the December 11, 2025 Committee of the Whole Meeting at 7:37
