Mayor Derek Norton called to order the October 16, 2025 Committee of the Whole meeting held at

A. COW2025-107 Pay and Compensation Policy (EMP 6-COMBINED) – Carol Sicard
Carol Sicard, Human Resources Director, reviewed the updates for the pay and
compensation policy. There were no questions.
B. COW2025-103 Review of the 2026 Proposed Holiday Schedule – Carol Sicard
Carol Sicard, Human Resources Director, reviewed the holiday schedule for 2026. No
questions were asked.
