Heather Peacon-Corn, City Clerk, reviewed the 2026 meeting calendar. There was brief 
discussion about the millage rate public hearing dates. Those will be changed to reflect 
the correct month of July, not June.   
 
5. Review of Current M&C Agenda 
 
 A. COW2025-109 Review of the October 20, 2025 Mayor and Council Meeting Notice and 
Agenda 
 
Z25-011: Joey Staubes, Planner II, provided the following: 
  
Proposed Use: The applicant is requesting a rezoning from LC to TD-Conditional for the 
development of thirteen (13) single-family attached units at a density of 6.44 units per 
acre. A land use change from Neighborhood Activity Center is required for this rezoning. 
Staff Recommendation: Approval of the rezoning from LC to TD-Conditional for thirteen 
(13) new single-family attached units. 
Planning & Zoning Commission Recommendation: Approve by a vote of 5-1 at the 
September 15, 2025, meeting. 
Mr. Staubes reviewed the site map and the zoning map with Mayor and Council. 
Councilmember Welch stated that he was in agreement with the hardiplank stipulation that 
it not face the roads. Mike Jones, City Administrator, asked about front-facing 
garages/parking. Mr. Staubes explained they are drive under garages and are not front-
facing.  
  
Z25-012: Joey Staubes, Planner II, provided the following: 
  
Proposed Use: The applicant is requesting a rezoning from R-15 to R-10-Conditional for 
the development of four (4) single-family detached units at a density of 2.61 units per 
acre. A land use change from Low Density Residential is not required for this rezoning. 
Staff Recommendation: Approval of the rezoning from R-15 to R-10- Conditional for (4) 
four new single-family detached units. 
Planning & Zoning Commission Recommendation: Approve by a vote of 7-0 at the 
September 15, 2025, meeting. 
Councilmember Wilkinson stated she had all of her concerns addressed. 
 
ORD2025-008: Paul Osburn, Deputy Public Works Director, explained that this is a 
request based on the need for Public Works to update outdated sections of the solid 
waste ordinance. As well as modifying the yard waste ordinance subsection to get the 
fees and requirements in line with surrounding jurisdictions, this will allow the city to 
achieve feasibility and standards in order to meet citizen expectations. The city will allow 
the purchase of a new yard waste can at a rate of $55/can with a maximum of two cans 
per residence. If there is unintentional damage, the city will replace the can at the $55/can 
charge for a replacement can. There will be a can for traditional waste, two cans of 
herbycurby yard waste cans, and 5 x 5 pile each week. Councilmember Hines asked that 
the communication out to the public is streamlined. Discussion took place about 
informational stickers that could be placed on the cans.  
  
2025-339: Councilmember Wilkinson stated that a resident has been in conversation with 
Mark Wolff in Engineering and herself for quite a while, and she wants to make sure the 
NO PARKING signs are installed as soon as possible. The installation of NO PARKING 
signs will remain on the agenda, and they will move forward with installation if it is 
approved.
