Other Business / Staff Comment Mike Jones, City Administrator, updated the Mayor and Council on the following: • Changes have been made to the internal layout of the GA Power building • This allowed for a 749 sq. ft. space for meetings – for example, HOA meetings, Town Hall meetings, etc., and it could be rentable • There will be restrooms dedicated for this space as well • Mayor and Council will have direct access to this space, and it keeps meetings away from City Hall after hours • The informational signs at the boundaries of the city are all dot matrix signs. To upgrade them to LEDs, it will cost $25k/sign. Council members were in agreement to move forward • Brief discussion took place about the jonquil sculpture that will be installed on W. Spring St. Councilmember Wilkinson – received an email from a constituent asking about an increase in noise from airplanes in the area. Mayor Pro Tem Gould – Rebuilding Together Atlanta event was a great success with Congresswoman McBath in attendance and several others. Councilmember Welch – Will be absent for the October 30, 2025 Committee of the Whole meeting. Councilmember Hines – Rose Garden is having their Fall Festival on October 18, 2025, from 3:00 – 8:00 PM. She said she had the opportunity to attend the Support Smyrna gala, and it was a wonderful event. Councilmember Pickens – Received a few complaints from water customers getting late fees on their utility bills. Paul Osburn, Deputy Public Works Director, explained there were auto draft issues about five months ago. They cut off auto draft because it was automatically taking money when it was not supposed to. They are currently working on this issue with IT. Many complaints have been coming in, and they are working with the residents on a case-by-case basis. Paul Osburn – The last 80 3G meters are being installed. Met with GA Power this morning for AMI for meter reading. They are working up a quote for price. This would allow for meter reading, turn on and shut off from a computer rather than having to manually do so. GA Power has the infrastructure in place. Councilmember Oglesby – There were many disgruntled residents that attended the Planning and Zoning Commission on October 13. Some of the residents threatened Henriette Ostrzega who serves on the board as the ward 7 representative. He wants to make sure their representatives are safe when they serve on these boards. He briefly explained the issue that was presented at the Planning and Zoning meeting. Russell Martin, Community Development Director, further detailed that it was for a special land use permit to build a modular office and install a fuel tank. The request is not for the fuel tank which is handled through the state’s Fire Marshal’s office; the request is for the modular office building. Mr. Oglesby continued and stated that he will attend Oakdale Reserve’s neighborhood meeting. He also stated he attended Campbell High School’s homecoming game. He also announced that he is the owner of a jazz restaurant that will be opening in the city at the end of November.
