Call to Order
Mayor Derek Norton called to order the October 2, 2025 Committee of the Whole meeting held at
A. Max Bacon City Hall in the HR Training Room at 6:00 PM.

A. COW2025-101 Health Insurance Overview – John Knop / Carol Sicard
John Knop, Oakridge Insurance, presented the Mayor and Council with a snapshot of
claims, trends, and predictions for the health, vision, dental, and life insurances for the
past year and the upcoming year. The final numbers have not come in and are expected
on Monday before the Mayor and Council meeting. They anticipate a nominal increase to
employee premiums of approximately 6%, noting that there have been no increases for
employees for the past four years.
