2. Call to Order
Chairperson Mike Jones called to order the February 25, 2026 License and Variance Board
meeting held at A. Max Bacon City Hall in Council Chambers at 10:00 AM.

A. LIC2026-002 Privilege License Agent change Request/owner change – Beer & Wine (retail
package) and Sunday sales – Smyrna Gas Enterprise LLC – 540 Concord Road SE, Smyrna
GA 30082- with Shan Patel Hughes as agent.
Ward 3 Councilmember - Travis Lindley
Shan Patel, applicant and owner, came forward.
Board member Garland asked the following questions:
• Have you been an agent previously? Mr. Patel stated that he has not been an
agent previously.
• What type of training have you had? Mr. Patel stated that he used to work in
convenience stores in Alpharetta and in Atlanta. He has taken the required alcohol
training.
• What processes are in place in the store to ensure compliance? All purchases of
alcohol or tobacco are required to have an ID scanned. The date for compliance is
always displayed. There is no way to bypass entering an ID or date of birth into the
POS system. The store often performs compliance checks using mystery
shoppers.
• How are employees trained? Employees are trained by viewing proper videos.
They are trained to know the correct date of birth, and are always required to scan
