Call to Order
Mayor Pro Tem Tim Gould called to order the July 31, 2025 Committee of the Whole meeting
held at A. Max Bacon City Hall in the HR Training Room at 6:00 PM.

A. COW2025-087 Update on Yard Waste Cans
Paul Osburn, Deputy Public Works Director, provided the following information:
• Ordinance is being reviewed and revised
• Brown 96-gallon cans: 300 cans cost $15K and 3,000 cans cost $150K
• Needs direction on how to move forward – purchase a surplus of cans, charge a
one-time fee for the cans, charge a monthly fee, or another solution
Mike Jones, City Administrator, stated that Smyrna is already the most generous city in
the area as far as yard waste. He would like to further research and come back to council
with another recommendation. Councilmember Welch said he does not propose 3,000
cans. He would like to see a solution that is good for both the citizens and the city.
