COW2025-085 Review of the August 4, 2025 Mayor and Council Meeting Notice and Agenda RES2025-014: Russell Martin, Community Development Director, explained that this extends the moratorium on signs to allow the city attorney to continue handling a case regarding billboards and other monument type signs. This moratorium also allows applications to move forward for free standing signs greater than 25 feet in height and 150 sq. ft. of sign area. ATH2025-125: Kristin Robinson, Deputy City Administrator / CFO, explained that there are three vehicles for four staff members in Community Development. They are down a vehicle because it cannot be repaired and often caused issues while out in the field. ATH2025-127: Kristin Robinson, Deputy City Administrator / CFO, explained that a water meter reader left last week, so they want to take advantage of this opportunity to bring everyone in those positions to the same grade because they are doing the same work. Councilmember Welch asked how far away is the city from having 100% radio meters. Paul Osburn, Deputy Public Works Director, said they are almost at 100%. ATH2025-129: Kristin Robinson, Deputy City Administrator / CFO, explained there has been a lot of activity in the 2022 SPLOST. This amendment aligns all the changes to balance everything out. Mayor Pro Tem Gould asked about updates on the 2028 SPLOST. Mike Jones, City Administrator, stated that he and the Mayor had a meeting recently. They are targeting about $65 – $70M range for Smyrna. This number does not include any joint Cobb/Smyrna projects, and it is a conservative estimate. Councilmember Lindley asked about the SPLOST wish lists from council members. Mr. Jones said that is the next time he and the Mayor need to talk about because the lists are lofty. Ms. Robinson said the staff requests were $212M. There is a timeline that has to be met in order to get those numbers to Cobb County (final vote occurs on 4/28/2026). 5. Other Business / Staff Comment Councilmember Oglesby – Public Art Committee has an RFP out for public art to be in every ward. It will close in mid-August. The local youth track team just participated in the US National Championships at Savannah State. Many Smyrna athletes are All-Americans (at least number 8 in the entire nation). Councilmember Pickens – Has a meeting with Mark Wolff about traffic calming tomorrow. And he is going to get updates about the shooting that occurred in Ward 1. Councilmember Lindley – The next public engagement roll out will be August 18, 2025 at 5:30 PM. The concepts will be presented, and the public can provide feedback about what they like and do not like. There are also some trips to Trilith, Duluth, Chamblee, and Alpharetta being arranged for tours. Councilmember Lindley asked if it would be possible to get a list of code violations per ward. Russell Martin, Community Development Director, stated he will get that to the council members. Mayor Pro Tem Gould – Has a meeting with Russell Martin, Community Development Director, tomorrow to discuss code enforcement.
