1. Roll Call 
 
         Present:  8 – Mayor Derek Norton, Councilmember Glenn Pickens, Councilmember Latonia  
                               P. Hines, Councilmember Travis Lindley, Councilmember Charles Welch,  
                               Councilmember Susan Wilkinson, Mayor Pro Tem / Councilmember Tim Gould,  
                               Councilmember Rickey N. Oglesby, Jr.

2. Call to Order 
 
Mayor Derek Norton called to order the March 2, 2026 Pre-Council Meeting held at A. Max Bacon 
City Hall in the Admin Conference Room at 6:31 PM.  
 
3. Review of Current M&C Agenda 
 
PRE2026-006 Review of the March 2, 2026 Mayor and Council Meeting Notice and Agenda 
 
Mayor Derek Norton reviewed the March 2, 2026 Mayor and Council agenda. He stated that 
Pastor Shell Osbon is unwell, so Pastor Kim Gramling will fill in for him. 
  
Discussion took place regarding item AGR2026-004, the closing of the Smyrna jail. Jennifer 
Bennett, Community Relations Director, stated that once the vote takes place, she will push out a 
media statement explaining the decision.   
 
4. Other Business / Staff Comment 
 
Mike Jones, City Administrator, stated that the final package for close-out change orders and the 
final invoice for the Windy Hill project should be closed out by mid-week. He also discussed 
Tolleson Pool which requires taking up the lower tennis courts in order to get sewer lines in. It will 
be a temporary inconvenience. 
  
Councilmember Hines thanked those who attended the Black History Month celebration. The 
information for the Women’s History Month luncheon will go out soon.
