2. Call to Order
The January 17, 2025 Smyrna Public Art Committee held at A. Max Bacon City Hall in the HR
Training Room was called to order at 11:46 AM.
3. Chairperson Instruction and Comment
Chairperson Rickey N. Oglesby, Jr. welcomed all to the meeting.
4. Formal Business
A. 2025-020 Review Fire Hydrant RFQ
Anna Talarico began the discussion, explaining that she and Ashley Youmans have been
working with Deputy Fire Chief Eric Mohrmann since October on the fire hydrant painting
project. The hydrants included in the RFQ will be located along Atlanta Road. Once
painted, they must remain functional and ready for use. Deputy Chief Mohrmann
emphasized that hydrants should remain operable and not be painted shut. He will check
with the Fire Department on the type of paint used for hydrant maintenance. Deputy Chief
Mohrmann clarified that there are no color restrictions for the hydrants, as long as the
artwork is not offensive. Robert Harrison noted that it would take at least ten coats of paint
to seal a hydrant shut.
The RFQ will be reviewed by the Fire Department before being posted to the public. The
RFQ will include a fire hydrant template for artist submissions, but the city will not be
paying artists for concept designs. Artists can submit up to three designs. Charles Rhome
