The committee reviewed Brandon Moultrie’s design which they all liked. Anna Talarico
asked if the committee would like to keep the design’s text, “Catch the Pulse of Smyrna.”
Chairperson Oglesby and the committee agreed that the text should remain on the design.
The committee confirmed Brandon Moultrie’s design as the third selection.
The committee confirmed Krista Jones’ design as the fourth selection.
Anna Talarico shared the rest of the designs with the committee for the purpose of
selecting two alternate artists. The committee decided on Billie Liao as the first alternate,
and Clementine Willowilde as the second.
The committee commended each artist’s magnitude of talent and discussed the idea of
more utility box projects in the future. Chairperson Oglesby said there is a possibility that
there will be more utility box projects.
Anna Talarico said the committee’s next task for the utility box project is to assign artist
designs to the four designated locations. The committee decided upon the following artist
assignments: Kristin Ramsey’s design in front of Kroger on South Cobb at Crossings;
Brandon Moultrie’s design at South Cobb and Highlands Parkway; Hayley Vaughn’s
design on Spring Road and Jonquil Drive; and Krista Jones’ design on Spring Road and
Cumberland Boulevard.
Committee member Robert Harrison moved to approve the selected artwork for the
selected utility box locations. Committee member Burke Scott seconded the motion. The
committee voted unanimously to approve the motion.

D. 2025-287 Selecting Three Additional Fire Hydrant Designs
Anna Talarico informed the committee they would be selecting three additional designs as
well as two alternates for the painted fire hydrants project. Anna Talarico presented the
artist submissions while the committee reviewed and discussed opinions. Richard Garland
said it would be nice to see something patriotic on the hydrant in front of the Veteran’s
Memorial. Several committee members agreed having patriotic artwork in that area would
be a great idea. Anna Talarico informed the committee that if they would like to see more
specific artwork in certain areas there is opportunity to implement that in future projects.
The committee reviewed all artist submissions and selected the following artist designs
and location assignments: Leah Abucayan’s design for the Community Center fire hydrant
