COW2026-036 Review of the May 18, 2026 Mayor and Council Meeting Notice and Agenda Mayor Norton announced that he will not be in attendance at the May 18, 2026 meeting, and Mayor Pro Tem Gould will be running the meeting. Mayor Norton reviewed the May 18, 2026 Mayor and Council agenda. 2026-181: Joey Staubes, Planner II, stated that the city is initiating the process to update the 2050 Comprehensive Plan (Shape Smyrna). A first public hearing is required to brief the community on the process to be used to develop the plan, opportunities for public participation in development of the plan, to obtain input on the proposed planning process, and to receive any public comments. This is a public hearing, no vote. Z26-101: Joey Staubes, Planner II, stated that this is to approve subdivision of property at 3490 Pinetree Drive into two single-family residential lots within the requirements of the R- 20 zoning district, so no rezoning is required. The subject property is 1.01 acres with a proposed density of 1.98 units/acre which is within the Low-Density Residential land use classification (under 3 units/acre). Z26-002: Joey Staubes, Planner II, stated that the applicant is requesting to rezone the subject property at 3475 S Cobb Drive from LC (Limited Commercial) to GC (General Commercial) to allow additional uses for potential tenants in the existing building. The property is occupied with a 964 sq. ft. building occupied by a hair salon. The property owner is requesting a rezoning to GC to allow a massage practitioner with one table. The applicant has no plans to redevelop the property and will utilize the existing building and parking facility as-is. The Planning & Zoning Commission voted 7-0 to approve at the April 13, 2026, meeting. Z26-003: Joey Staubes, Planner II, stated that EIB Properties LLC is seeking approval of a rezoning for 2719 Bell Drive from R-15 to RMC-8-Conditional for the development of four (4) single-family detached residences at a density of 7.54 units per acre. The existing one (1) single-family home will be demolished to allow the construction of the proposed development. Two (2) of the homes will face Bell Drive, and two (2) of the homes will face Woodland Terrace. All of the homes will have front-entry garages. The Planning & Zoning Commission voted 7-0 to approve at the April 13, 2026, meeting. ATH2026-065: Kristin Robinson, Deputy City Administrator / CFO, said this is to clean up the General Fund. • Council agreed at prior meetings to use General Fund reserves (Fund Balance) to start the design process for the Campbell Middle School project. This amendment adds the budget for the transfer out of the General Fund to the GF CIP Fund, the transfer into the GF CIP Fund and establishes projects in GF CIP. • For Water CIP, Council approved a previous amendment for phase one of the project for meter replacement City wide to AMI technology. In addition to the amount initially approved for the meter replacement project, new meter boxes are required to accommodate the new technology. • The ARPA fund has expended all grant funds on eligible projects. This amendment adjusts all project length budgets on the expenditure side. It also adds revenue budget for the state funded Water related ARPA projects. AGR2026-018: Russell Martin, Community Development Director, stated the City requested proposals for a consultant to explore the most feasible bridge location to connect regional greenway trail systems across the Chattahoochee River in Atlanta and Smyrna, GA.
