6:00 PM City of Smyrna Mayor and Council Meeting 2800 King Street SE Human Resources Training Room Page 8 of 9 received on Friday, March 13, 2026, and evaluated by Smyrna staff (Economic Development, Community Development, Parks & Recreation, Public Works), City of Atlanta staff (Parks & Recreation, Planning, Engineering), Cobb County (Parks & Recreation, DOT), the PATH Foundation, and the Trust for Public Land. The team selected three (3) firms for presentation/interviews and the final evaluation on April 22 & 23, 2026. The recommended firm is Kimley Horn. AGR2026-020: Russell Martin, Community Development Director, stated that in 2020, the Trust for Public Land (“TPL”) and the City were among multiple groups and agencies that completed the Chattahoochee Riverlands Study (the “Study”). Since that time, TPL has identified that the initial portion of this trail will be located in south Cobb County, including a portion that lies within the Smyrna City Limits along Riverview Road. TPL would construct the recreational bicycle and pedestrian trail and associated amenities, using philanthropic dollars to build this portion of the trail. This Memorandum of Understanding (MOU) would grant TPL a temporary easement for access and construction on this portion of City-owned right of way. ATH2026-063: Paul Osburn, Interim Public Works Director, stated that this is a request based on the need for the private developer of 4 new home lots located at 0 Belmont Circle permit number (LDP-25-30) to install four new sewer taps for each parcel. The request is based on the need due to the depth of the existing sewer main and safety concerns that will be created as part of the installation. The requested length of the closure is based on the necessary need to be able properly and safely install the new infrastructure. 6. Other Business / Staff Comment Paul Osburn, Interim Public Works Director, updated the Council on the bollards being installed on King Street. Mayor Norton mentioned there are continued issues with kids on the Village Green. There are also issues with E-Bikes as well. Good Morning America was in Smyrna and honored a resident. It was a win for Smyrna. He said that a PR firm will be presenting at the next COW for formal approval at the June 1 Mayor and Council meeting. Councilmember Oglesby said William Tanks, City Manager, is the contact for the City of Mableton concerning the signs being placed in Smyrna rights-of-way. June 19 is Juneteenth. He will type up a schedule of events to send to Mayor and Council. The trail at the river is beautiful. Councilmember Welch asked about E-Bikes on the trail and wondered if there is a rule/law now that limits them. Mike Jones, City Administrator, said this is being researched now. Councilmember Lindley said he checked on Tolleson Pool, and it is coming along great. Williams Park residents enjoy StillFire, but they are concerned about the noise at certain times. Christy Ullman should have sent out an invite for the Cobb Galleria tour. He mentioned that he would like to have nice 250th Anniversary banners. He wanted to give kudos to Public Works and their interim director because social media had lots of good stories about staff picking up trash, etc. Councilmember Hines wanted to thank Andrea Worthy for representing the city at the Center for Family Resources Gala. Councilmember Wilkinson asked about closing Belmont Circle and signage. Mr. Osburn said signs will be placed for the detour route. She also asked about a topographical image of the plat approval item. Mr. Martin said there is no image attached to the agenda.
