Heather Peacon-Corn, City Clerk, provided the following background: 
  
RFP 26-012 was let to rebid the Commercial Solid Waste & Recycling services. The 
city received 8 responsive bids that were evaluated by an appointed evaluation team. 
The evaluation team evaluated based on outlined criteria on which the determination 
was made to award the contract to Georgia Waste Systems, LLC (Waste 
Management).  
 
Councilmember Travis Lindley made a motion to approve item RFP26-012; seconded 
by Councilmember Glenn Pickens. 
 
The motion to approve carried with the following vote: 
 
Aye: 7 –  Councilmember Pickens, Councilmember Hines, Councilmember 
Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor 
Pro Tem / Councilmember Gould, Councilmember Oglesby (virtual) 
Nay: 0 –  None 
Recuse: 0 –  None  
 
 E. CNV2026-001 Authorize and approve a Quit-Claim Deed conveying a segment of land 
that parallels the rear of the property of 2641 Brown Circle SE. The parcel segment to 
be deeded (McGriff Street) is a portion of an old road never constructed and 
previously abandoned but is shown on the recorded subdivision plat and authorize the 
Mayor to sign and execute all documents.

Councilmember Travis Lindley made a motion to approve item CNV2026-001; 
seconded by Councilmember Latonia P. Hines. 
 
The motion to approve carried with the following vote:

Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor 
Pro Tem / Councilmember Gould, Councilmember Oglesby (virtual)

 F. BCA2026-001 Appointment of Deputy Fire Chief Dustin Davey and Special Projects 
Manager Carson Haynie to serve as alternate members of the License and Variance 
Board effective February 1, 2026.

seconded by Councilmember Glenn Pickens.
